Marcia Kingslow// Senior Associate
Marcia Kingslow is President of Kingslow Associates, a 22-year old consulting practice that provides research, evaluation, and technical assistance in the areas of economic and community development, workforce development, and food systems.
Marcia has extensive experience conducting multi-site evaluations and providing design, capacity building, and implementation assistance to development projects and initiatives supported by leading foundations, including the Ford, MacArthur, and W.K. Kellogg foundations, and other organizations. Her workforce development experience includes: advising national partnerships, including the Annie E. Casey Foundation's Jobs Initiative; evaluating regional initiatives, such as SkillWorks Boston and the New Orleans Jobs Initiative; conducting case studies of community college programs; and assessing culinary training programs.
Her work in food systems is focused on the sector's role in sustainable development and job creation. She has also worked on issues affecting minority farmers and developed strategies to increase small farmer viability. Recent international work includes assessments of agricultural education and training in developing countries. Prior to starting her consulting practice she directed economic development for a statewide anti-hunger organization, where she improved food access in low-income areas by developing local enterprises and alternative markets for small farmers.
Marcia's work with RTS includes the evaluation of Arkansas Creative Economy Project, analyses of industry clusters, an assessment of the federal role in economic development, and co-authorship of our seminal study of the role of predominantly-minority community colleges in advanced manufacturing. She is currently part of RTS's Alliance for Sustainability team.
Marcia earned a Master of Regional Planning degree from the University of Pennsylvania and a Bachelor of Science degree from Boston University. She is a former Fellow of the National Center for Food and Agriculture Policy.
